Abstract
To the Editor: Contrary to the opinion expressed by Dr. Lewis,1 the impact of health-services research can be very substantial under the right conditions. His query was directed at establishing a link between health-services research and "innovations" — a link that he failed to find. He might have explored other functions. Health-services research facilitates the efficient translation into practice of knowledge accumulated by biomedical and social-science research. It is directed at elucidating the inter-relations among the structure, function and results of a health-care system to increase the effectiveness and efficiency in meeting all the health needs of the population.
