Abstract
Three propositions, from the physical planner’s viewpoint, are put forward: that the well-being of Southern Africa depends on a combination of industrialisation and urbanisation; that an industrial-urban framework has already achieved a certain set pattern and this pattern has certain pronounced peculiarities; and that these peculiarities are important for controlling future growth and therefore merit special study. A comparison with the Russian heartland is made and the conclusion reached that industrialisation and urbanisation in Southern Africa is wholly an artificial thing, and needs all the present and future resources of an advanced technology, particularly heavy investment in infrastructure, if it is to survive. Keywords
