Abstract
A growing awareness of the high cost of medical care has prompted doctors, hospitals, and third-party payers to reexamine many medical practices. Rules have been generated, particularly by insurance carriers, that seek to make medical practice more efficient, thereby reducing health-care costs.Medicare is the largest single insurer covering hospital costs for patients over 65. Thus, its rules and regulations have a greater impact on physicians and patients than those of any other single carrier. In an effect to reduce costs, Medicare has defined "levels of care," which seek to define the needs and capabilities of patients and hospitals.Payment . . .
