Two dimensional electron system in a strong magnetic field exhibits a strange phenomenon known as the fractional quantum Hall effect. This effect comes from a peculiar property of the ground state, which is liquid like, but a new type of order is realized in it. In this review established picture for the ground state is illustrated with qualitative explanation of the experiments. Some quantitative comparisons with the experiments are also given.
