Abstract
This chapter begins with a brief discussion of the emergence of societal limits to health care. It then sets out the main approach of the book, which is to recast the problem of limit setting as a question about how decisions about limits should be made. Specifically, it asks: under what conditions should society grant authority to individuals or institutions to set limits to health care? The chapter considers health care delivery in different countries. An overview of the subsequent chapters is presented.Keywords
