Abstract
The decay of the population of occupied impurity states with energies degenerate with the continuum of the extended states is studied. It is shown that in the presence of elastic scattering the population of impurity states in the long-time limit is determined by the diffusive motion of electrons leaving the impurities for the continuum. In the absence of inelastic relaxation processes, the slow power-law decay of the population takes place. It is also shown that in the long-time limit the population of quasilocal states exhibits random fluctuations with a form specific for the actual random configuration of elastic scatterers surrounding the impurities. Keywords
