Abstract
The major thread that runs through the history of regulation is controversy. This is because regulation invariably involves trade-offs between competing economic and political interests. In the past, regulation has been protective rather than developmental. The history of regulation in America shows that regulatory policies and strategies are most effective when they are adapted to the structure and economic environment of the particular industry to which they are addressed.Keywords
