Abstract
Weapon systems with autonomous functions need to remain under human control. Despite the fact that technological innovations can improve procedures and enhance the processing of information, they cannot replace, among other things, human judgement and moral agency. Significant ethical, security, legal and operational concerns need to be addressed and taken into consideration during the informal meetings at United Nations. Eventually, the multidimensional risks call for a legally binding regulation that enshrines the norm of human control over the use of force in international law.
