Ongoing Evaluation in AIDS-Service Organizations

Abstract
Expectations by foundations and federal, state, and city funders that HIV-prevention programs in AIDS-service organizations document their effectiveness have dramatically increased over the last decade. Unfortunately, current demands for outcome-oriented program evaluation have resulted in evaluations that do not produce useful information for program staff or for improving HIV prevention efforts in general. This paper argues that there are four main causes of substandard evaluation. A model for producing evaluation results that are useful and interpretable is proposed.
