Abstract
We investigate the conditions under which the notion of electron temperature is meaningful for electrons interacting with phonons and moving in high crossed electric and magnetic fields. The transformation of the Pauli master equation into a Fokker-Planck equation shows that in some cases the electron distribution function is maxwellian. We obtain this result by qualitative arguments based on a random walk approachKeywords
