Abstract
Fundamental to the notion of information flow is the question “why do people need information?" It is important because the answer should influence both the kind of information delivery systems that are designed and the nature of the information they deliver. Implicit in delivery systems most commonly available in computing environments is the assumption that people need information because they do not know how a particular tool works. They are therefore based on the “Question-Answer” paradigm: “Ask me how 'foo’ works and I will tell you.”
