Abstract
Over a period of years, the independence of older tenants in two congregate housing sites declined. Such changes must be either anticipated or controlled administratively. The “constant environment” will not require additional services but the “accommodating environment” will. There is a need for both kinds of housing, but maintaining person-environment congruence requires full awareness of the consequences of each type.Keywords
