Abstract
Computer-based information systems too often do not satisfactorily meet the information needs of users and are inf1exible in accommodating change, Because change is inevitable for any system, a framework for viewing the information system development process which takes this into account is necessary. The concept of decoupling as a framework which seeks to minimize the adverse consequences of change is discussed in this article.Keywords
