Abstract
…In this issue, information is analysed not as a static resource, housed and managed by computers, but as dynamic flows on computer networks, networks which permit information to be communicated, shared, distributed and integrated (Taylor, 1992). As we have seen, what is distinctive in the information polity is, therefore, the changing nature of relationships both in and around governmental organizations, and their electronic mediation. Keywords
