Abstract
This ESRC‐commissioned study examines how university Departments of Education (DoEs) are developing their research profiles during a period of increased competition for sponsorship. The paper illustrates the imaginative response of many DoEs in exploiting opportunities and in preparing strategic plans that identify and promote institutional strengths. Successful departments were effective in creating a culture within which research would flourish: research workshops together with programmes of training and mentoring provided significant means for cultural change. DoEs especially valued the role of the ESRC in protecting the possibility of independent, theoretical analysis that was essential to fundamental research which could inform the rest of a department's study and teaching. The paper concludes by identifying a strategy for placing a theoretically informed education discipline at the centre of the social sciences whose task is to understand the conditions for creating a learning society.
