Abstract
A phenomenological treatment based on the isobar model has been applied to the elastic scattering of photons by protons around the second resonance energy region. The experimental evidence of the large cross section around 600 MeV and the relative shift of the 2nd resonance peak to lower energy side by 50 MeV is explained by the inclusion of T=J=1/2 resonance at 600 MeV. In contrast to the discussion based on the phase shift analysis of pion nucleon scattering, our analysis seems more favorable to the odd parity attached to that resonance. Effects of scalar boson exchange term are discussed. Keywords
