Abstract

In recent years, there has been considerable debate over the consequences of globalization for local economic development. For some, globalization is seen as strengthening the position of transnational corporations (TNCs) and core regions over branch plant regions. For others globalization offers opportunities for the latter to create local advantages, particularly if they can construct more effective 'learning' relationships with the branch plants of transnational corporations. This paper contributes to this debate through a case study of the Aberdeen oil complex in the North East of Scotland. It suggests that while there are opportunities for branch plant regions to upgrade their activities in the short term, they still face huge structural problems in creating more sustainable forms of competitive advantage. Certains considèrent la mondialisation comme la consolidation du positionnement des sociétés transnationales et des régions centrales par rapport aux régions ¤ a établissements. D'autres estiment que la mondialisation leur offre des possibilités de développer des atouts locaux, notamment s'ils réussissent à établir des rapports d'apprentissage plus efficaces avec les établissements des socie ´te ´s transnationales. A partir d'une e ´tude de cas du complexe pétrolifère à Aberdeen dans le nord-est de l'Écosse, cet article cherchè a contribuer au débat. On laisse supposer que les régions ¤ a établissements se trouvent confrontées ¤ a d'énormes problèmes structurels afin de développer un avantage compétitif plus durable, bien que des possibilités d'améliorer leurs activités se présentent ¤ a court terme. In den letzten Jahren wurde die Frage der Folgeerscheinungen der Globalisierung für wirtschaftliche Entwicklung am Orte vielfach diskutiert. Während manche Globalisierung als Stärkung der Stellung staatenüberschreitender Körperschaften (transnational corporations= TNCs) und der Kernregionen im Verhältnis zu Zweigstellenregionen betrachten, sehen andere sie als sich letzteren bietende Gelegenheit, Ortsvorteile zu schaffen, besonders wenn es ihnen gelingt, effektivere 'Lern' beziehungen mit den Zweigstellen staatenu ¨berschreitender Unternehmen aufzubauen. Dieser Aufsatz trägt zu der Debatte bei, indem er eine Studie des Falles des Ö lkomplexes um Aberdeen im Nordosten Schottlands vorlegt. Er weist darauf hin, daß Zweigstellenregionen, obschon ihnen Möglichkeiten zur kurzfristigen Verbesserung ihrer geschäftlichen Unternehmungen offenstehen, sich bei der Schaffung nachhaltigerer Formen von Wettbewerbsvorteilen immer noch enormen Strukturproblemen gegenübersehen.Globalization, Branch Plants, Learning Regions, Oil-RELATED Development,
