The paper presents an analysis of the impact of public infrastructure capital on manufacturing production cost in the 11 (West) German states. We present a simple theoretical model of a cost-minimizing firm in which the stock of public capital is included as a proxy for public services provided to firms as a fixed unpaid factor of production. Duality theory is used to recover the productivity effects of public infrastructures by calculating the cost-saving effects that are associated with public services. Using a translog cost function we present panel estimates for the manufacturing industry in the 11 states of (West) Germany with labour, buildings and machinery as private factors of production. The results strongly indicate significant cost reducing effects of public infrastructure services and suggest that public capital formation encourages private investment. SEITZ H. and LIGHT G. Cet article cherche à analyser l'impact des dotations en capital gouvernementales sur les couts de la production industrielle des onze états de l'Allemagne fédérale (de l'ouest). On présente un modele theorique simple d'une entreprise qui minimise ses coÛts dans lequel le stock de capital public représente les services publics mis à la disposition des entreprises sous forme d'un facteur de production non rémunéré fixe. On se sert de la théorie de dualité afin d'estimer l'impact de l'équipement public sur la productivité en calculant les économies attributées aux services publics. A partir d'une fonction de cout translog, on présente des estimations provenant d'une enquête et relatives à l'industrie de la fabrication aux onze états de l'Allemagne fédérale, (de l'ouest), dont la main-d'oeuvre, les bâtiments et les machines sont des facteurs de production privés. Les résultats laissent nettement voir des économies considérables dues aux services offerts par l'équipement public, et laissent supposer que les dotations en capital gouvernementales incitent à l'investissement privé. Der Beitrag untersucht den Einfluß der öffentlichen Infrastrukturversorgung auf die Produktionskosten im Verarbeitenden Gewerbe der 11 westdeutschen Bundesländer. Mit Hilfe eines einfachen theoretischen Modells werden unter Verwendung des Dualitätsansatzes die monetären Produktivitäts-effekte der Infrastruktur bestimmt. Das Modell wird unter Verwendung eines Translog-Ansatzes für die Produktionskosten geschätzt, wobei als private Input die private Arbeitsnachfrage, sowie die Wirtschafsbauten und Ausrüstungen in die Kostenfunktion eingehen; als öffentlicher Input geht der Infrastrukturkapitalstock in die Kostenfunktion ein. Die Ergebnisse zeigen auf, daß von der Infrastruktur signifikante Kostenreduktionseffekte aus-gehen und daß eine komplementäre Beziehung zwischen privatem und öffen-tlichem Kapital besteht.
