Homesharing and Congregate Housing

Abstract
Activities of states to develop alternative living arrangements for the elderly to avert expensive institutionalization and improve conditions of the community-dwelling elderly have become numerous. Both housemate matching programs and congregate housing have been supported as federal construction for the low-income elderly has waned. The varied initiatives of the most active states are reviewed. But the pace of development has been uncertain because of problems of generating demand, financial limitations, and targeting.
