Abstract
The desirability of cogeneration as an element of a regional energy mix is a typical strategic planning problem. It involves fundamental long-range issues, disparate and conflicting objectives, and important uncertainties. This paper describes the application of the SMARTE strategic planning methodology to the analysis of cogeneration as an energy option for the New York City area.Keywords
