Abstract
This paper describes the evaluation of two levels of a center based early intervention project. In one level, toddlers received services 2 days per week, and in the other level preschoolers received services 5 days per week. All children had mild or moderate cognitive delays. The effects of services were assessed in terms of developmental change and the number of objectives achieved. Threats to the internal validity of the evaluation study are noted, and suggestions are provided for documenting the quality of services when threats to internal validity are present. Keywords
