Abstract
The Patient's Charter (Department of Health, 1991) has achieved more tangible results for health managers than it has for users of the health services. While intending to enhance the rights of patients, it has worked more effectively as a management tool, securing purchaser/provider accountability and setting contract standards.Keywords
