Prediction of storm surges using vertical pendulums

Abstract
The additional water mass of a storm surge influences tilt measurements inland from the sea in the same way as marine tides influence earth tidal measurements: they cause a deflection of the local vertical as well as a tilt of the crustal surface. Cross-correlations have been carried out to determine the influence of non-tidal sea level variations on the 3 vertical pendulums in use. The measured tilt precedes the surge in the German Bay by up to 12 hours. Tiltmeter records have been used to simulate a forecast of the historical storm surge series of Nov./Dec. 1973. All 9 storm surges within this period could be predicted remarkably well.
