The developed turbulence in the Ekman layer affects atmospheric flows in two ways: it essentially modifies the beta-effect and leads to the quadratic (in velocity) surface drag. Equations governing the global atmospheric dynamics are obtained for the turbulent planetary boundary layer. Keywords
