Abstract
It is shown that the small amplitude limit of the mean backscatter cross section for a perfectly conducting random rough surface calculated from the first two terms in the iterative series solution of the surface current integral equation gives the same results as the small perturbation method. This demonstration resolves a long-standing controversy in rough surface scattering theory.Keywords
