“Together is Better”, A Model for the Development of a National Family Recreation Program

Abstract
During the 1970s and 1980’s many signs and significant events pointed to dramatic changes in the role and traditional definition of the Canadian family. These changes, it was discovered, were brought on primarily by a shift in values and increased social problems. The Canadian Parks and Recreation Association recognized that recreation during leisure time could have a beneficial effect on the negative influences on the family and provide a psychological sense of well-being through family recreation. This paper traces the development of the ‚TOGETHER IS BETTER’ program through its various phases. It identifies in detail the model which evolved and evaluates the various programs and projects used to communicate the message ‚TOGETHER IS BETTER’. The paper concentrates on explaining the rationale for the program and introduces the fresh, contemporary definiton of ‚Family’ which was developed within the program, illustrates the development and use of the program model as a vehicle for implementing a national marketing and awareness program. A review of the process used to develop this program would be useful to agencies, associations and government departments planning to undertake similar projects.Keywords
