Abstract
Reforms to the system of local government finance will go a long way to introducing accountability into local government It is another question, however, whether it is necessary to replace domestic rates with the community charge in order to achieve this. Looked at from the perspective of the economist, the Local Government Finance Act is likely to affect office and retail property users and to increase the gap between house prices in the North and South.Keywords
