Abstract
The gaussian character of electromagnetic radiation scattered from turbulent atmosphere fluctuations is shown to follow from the Central Limit Theorem, even when the scattering is from only one macro-eddy and there is coupling between eddy motions of different sizes. It is suggested that including the effects of eddy coupling may increase the calculated average scattered power enough to give agreement with experiment. Keywords
