Abstract
The spectrum allocation problems posed by the establishment of personal communications services (PCS) are discussed, and some conclusions are drawn from the recent experience of licensing personal communications networks (PCNs) in the UK. A proposal for spectrum sharing is presented, focusing on the criteria to be met and the use of code-division multiaccess technology for its implementation. Keywords
