Abstract
The move towards community care has been widely accepted and seems to be a more cost-effective alternative. The development of community care has also brought new problems. Central topics are caregiver's burden, consumer's empowerment and safety aspects concerning aggressive and violent patients. It should after all be recognized that service provision is highly dependent on national health policies. Service planners could gain more flexibility by heightening their awareness for foreign health policies.Keywords
