Abstract
One of the first studies of vacancy chains and filtering in the British housing system compares sequences of moves begun by new building in the public and private sectors. The vacancy chains are short but it is suggested that the multiplier effect is of less importance in a situation where poor people and those in substandard housing can, or should, be helped directly, without having to rely on the indirect “trickle down” of benefits from new construction.
