Abstract
Strategies for assigning radio channels and their effects on cellular system capacity are described. A new strategy, flexible reuse in dynamically assigning radio channels, in which radio channels are reused at short distances according to their states and those of mobile stations, is proposed. The effect of this strategy on the increase in spectrum efficiency is clarified. Performance evaluation is carried out for both vehicle-mounted and portable mobile stations. The flexible reuse strategy can effectively improve the spectrum efficiency, especially for users of portable units. Keywords
