Abstract
High-spin states in the odd-odd nucleus have been identified. At low spin, the isobaric analogue states of are established up to At high spin, the band built on the low-lying isomer in becomes energetically favored and this band is observed up to its -shell termination at Spherical shell model calculations in the full shell are found to be in excellent agreement with the experimental results. In addition, a weak side band in is observed to spin and is interpreted as a possible octupole vibrational structure.
