Abstract
Eight states in and eight states in were observed to be Coulomb excited with -particle and projectiles. Level energies, spins, and transition probabilities, and mean lives were obtained. The multiplet formed by was found, and the data confirm the coupling strength to be strong. In addition, one extra and one extra level were seen in each nucleus, along with Coulomb excitation of the levels. A firm basis for spin-parity assignments was found for all levels observed with the exception of a 1630.5 keV, level in . Three of the states in had not previously been observed in Coulomb excitation.
