Abstract
This study uses a specially‐developed measure of union participation in economic policy making to classify and compare the historical experiences of Sweden, Denmark, Norway and Finland between 1970 and 1993. It is found that while institutionalised consultation was generally consistently high, broad agreements on economic policy were only reached with governments which were wholly or partly composed of Social Democratic or Labour parties. Furthermore, the way in which agreements on economic policy were reached varied considerably.Keywords
