Abstract
It is proposed that the dominant nonlinear effects of high‐frequency turbulence on the low‐frequency mode are composed of two parts. One is the electron orbit modification due to the ponderomotive force, and the other is the modulation effect of the ponderomotive force. The effective dielectric constant of ion‐cyclotron waves in the presence of electron‐cyclotron turbulence is obtained by using the linear response theory of a turbulent plasma. The critical size and the Reynolds number of a turbulent plasma are defined. Keywords
