Technical standards and the marketplace: The case of AM stereo

Abstract
The FCC set a precedent in 1982 by allowing the marketplace to determine a technical standard from among five competing, incompatible AM stereo systems. This action raised questions about the FCC's proper role in setting standards for new broadcast technologies. This article examines the issue of setting technical standards, the history of the AM stereo case, factors which influenced the FCC's decision on AM stereo, the diffusion of AM stereo technology since the FCC's decision, and implications of this case for setting technical standards in the future.
