Abstract
Concern for the welfare of Blacks played a major role in strengthening ties between the fields of child development and social policy over the past twenty‐five years since the Moynihan report. However, the interests of Black children are often obscured by the emphasis on economic deprivation instead of on race and racism in the formulation of social policy and by implementation of policy in ways that undermine the survival strategies of poor Black families.Keywords
