Abstract
A model of elongated metal ellipsoids imbedded in a granular metal is treated by an effective medium approach to explain the observed temperature dependence of the normal-state conductivity of superconducting granular aluminum. Josephson tunneling is thus still required to account for the superconductivity. The model predicts the same kind of contrasting behavior on opposite sides of the metal-insulator transition as is found in the recent scaling treatment of Anderson localization. Keywords
