Congress, issue networks, and marine affairs

Abstract
Although the complex field of marine affairs has proliferated over the last several decades, a comprehensive national ocean policy has never materialized in the United States. Noting that fragmented federal authority over marine affairs may well persist for the forseeable future, this article focuses on the patterns of interaction that link congressional committees, executive agencies, and interest groups. A first section presents major marine committees and legislation and describes the legislative process. A second section introduces the concept of a subgovernment‐issue network continuum and shows its application to policies concerning groundfish fisheries in the Northeast Pacific and the Arctic National Wildlife Refuge. A final section reviews the logic of the article.
