High-frequency expansion of the plasma dielectric tensor

Abstract
We derive high-frequency sum-rule expansion for the transverse elements of the plasma dielectric tensor. The correlation contribution to the sum-rule coefficient has a sign opposite to that of the longitudinal element. In addition, photon contributions add to the coefficient.
