Abstract
The rush to shrink the federal government and reduce its costs, propelled by the Republican-controlled Congress with the reluctant acquiescence of the Clinton administration, has begun to change the Public Health Service and other federal health agencies in important ways. The Republicans have begun to dismantle the offices of the assistant secretary for health and the surgeon general, as well as the Office of Technology Assessment (OTA); reduce funding for substance-abuse treatment, mental health services, and health services research; and consolidate many other public health programs.
