THE EVOLUTION OF PUBLIC WATER MANAGEMENT AGENCIES IN ONTARIO: 1946 TO 1988

Abstract
The Government of Ontario completed a review of the Conservation Authorities Program in 1987. The recommendations of this report, if implemented, will affect Conservation Authorities and alter institutional arrangements for water management. The evolution of water management agencies, with specific reference to those located in the Ganaraska and Grand River valleys, between 1946 and 1988 is described. This establishes a context from which the recommendations pertaining to roles and responsibilities can be examined. Since the report did not address adequately the issues of goal setting, conflict resolution mechanisms, and financing, the proposed changes are unlikely to solve the basic problems of water management in Ontario. En 1987, le gouvernement de l’Ontario a entrepris une révision du programme de l’Office de la Protection de la Nature. Si les recommendations du rapport final se réalisent, elles affecteront l’organisme, et modifieront les structures institutionnelles pour l’aménagement des eaux. Ici, on décrit l’évolution des agences d’aménagement des eaux, avec une mention spécifique de celles situées dans les vallées de Ganaraska et de Grand River, entre 1946 et 1988. Cette historique fournit le contexte dans lequel on peu examiner les recommendations, qui se rattachent aux roles et aux responsabilités qui existent dans l’Office. Puisque le rapport ne s’est pas addressé suffisament aux problèmes de résolution de conflits, d’établissement d’objectifs, et de financement, il est peu probable que les changements proposés résoudront les problèmes de base de l’aménagement des eaux en Ontario.Keywords
