Abstract
The possible effect of second-order virtual transitions through the giant dipole resonance is investigated in connection with Coulomb excitation of deformed even-even nuclei. A comparison with the second-order reorientation effect shows that this effect should not introduce any significant correction in a reorientation measurement of , the static quadrupole moment of the lowest state.
