Abstract
The hadron dominance model of structure functions is reformulated to allow for pomeron intercepts alpha p>1; and to incorporate new experimental values of the input parameters. The resulting model is compared to experiment and problems associated with experimental uncertainties in the ratio R= sigma S/ sigma T and with the 'strong duality' assumption are discussed. Keywords
