Abstract
Although a number of studies have indicated that chains of moves generated by new housing construction are an important characteristic of housing market dynamics, closer investigation suggests that turnover may be at best a weak policy tool When specific objectives are identified, strategies based on trickle-down theories appear to be relatively inefficient. Effective housing policies seem to require a substantial proportion of direct intervention.Keywords
