Abstract
Inelastic scattering of particles at 110-140 MeV from , , , and nuclei exhibits the presence of a new giant resonance at MeV with a width of about 7 MeV. The angular distributions are consistent with those for transfer and octupole energy-weighted sum-rule fractions of 47-95% are exhausted for the resonance.
