Abstract
A Monte Carlo quark-parton model is shown to give a reasonable qualitative description of a representative set of data on charge transfer and fluctuations in multiparticle production in hadronic collisions. In particular this is shown for the charge distribution in rapidity, charge fluctuations across a given value of rapidity, and the energy and multiplicity dependence of charge fluctuations across . Some disagreement is found with the data on the distribution of lengths of gaps with a fixed charge transfer. The results obtained in this series of papers are briefly summarized.
